Angier Board Approves 2016-17 Budget

■ Meets new Harnett sheriff, approves annexation.

The Angier Board of Commissioners approved the town’s fiscal year 2016-2017 budget during its regularly scheduled June meeting Hiesday night.

As proposed, the current tax rate of 53 cents per $100 valuation will remain the same. Angier’s tax rate has not increased in a decade.

The 2016-17 budget, with an approved $3,335,362 general fund, represents an increase from the current general fund budget of $3,271,232.

The total budget for the upcoming fiscal year — including revenues from Angier’s water/sewer and the town’s Powel Bill (state money earmarked for transportation projects) is $6,369,735.

In breaking down the general fund, Town Manager Coley Price noted the increase for 2016-2017 and highlighted the town’s largest annual expenditures tied to the general fund — just more than $1 million for the police budget and approximately $ 2.3 million combined for administration, street maintenance, planning and inspections and depot and library costs, among other expenditures.

Angier’s water rates will increase slightly to a base of $16.70 for those inside town limits and $3.15 for each additional 1,000 gallons and a $33.40 base and $6.30 variable rate for those outside of town limits.

An increase in town sewer rates was also approved, making the 2016-17 fees a flat rate of $15.75 and $5.50 per 1,000 gallons inside town limits and $31.50 flat rate and $10.70 per 1,000 gallons for those outside town limits.

The town’s trash and recycling are set to remain stagnate — $9.30 for residential trash collection, $13 for commercial trash collection and $3.30 for recycling.

The new numbers also include a 3 percent cost of living increase for all town employees. In addition, the budget also includes estimations of the town’s updated health insurance plan. No new town positions were requested.

Following a public hearing, commissioners approved the 20162017 budget unanimously.

In Other Business

■ Following a public hearing, the board approved the annexation and re-zoning of approximately 55 acres of land along Atkins Road in Fuquay-Varina.

Raleigh-based Southern Acres LLC submitted the request with future plans for a new subdivision that will utilize the town’s water and sewer connections.

The developer proposes to construct more than 100 units on the acreage.

The project will increase Angier’s tax base significantly, officials said.

Nine area residents spoke in oppostion to the annexation, worried that the potential new neighborhood would banish their rural lifestyle and damage their property.

■ Recently-appointed Harnett County Sheriff Wayne Coats was introduced to the Angier Board.

Sheriff Coats was appointed to his new position in late March following the resignation of former Sheriff Larry Rollins. He is a 22year law enforcement veteran and has spent the majority of those years in Harnett County. Sheriff Coats will be fulfilling the remainder of Sheriff Rollins’ term, which expires in November 2018.
